JAKARTA (IndoTelko) - Online transportation provider, Grab, responded positively to the government's policy for the on Demand service in the land transport sector after May 31, 2016.

"We positively welcome the government's policy for On Demand Service in land transportation. I see the government open space for the players to strive in this sector. There is still a regulatory issues have to be met, we will continue to strive to meet, "said Grab Indonesia Managing Director Ridzki Kramadibrata, in a discussion session of Indonesia Cellular Show (ICS), lately.
 
Ridzki said that the regulation in the land transportation sector is different from the air transportation. "If in the air that the regulation is referring to the International Civil Aviation Organization (ICAO). But land transportation depends on each city's policy. I see that Indonesia is very open. In the United States alone, in some states still have not welcome ridesharing," he explained.

Earlier, the government have given space for two months until May 31, 2016 for ridesharing players to meet the transport regulation, the government issued three conditions for the players to be able to operate.

The first requirement is that the fleet driver must have proper driver's license for each type of vehicle model sedan and minibus. Secondly, all vehicles that are owned by the organizers of the online transport must pass the  roadworthiness test (KIR) which can be done anywhere in Indonesia.

Thirdly, the vehicle registration, if they want to established as an online public transportation then the vehicles must be registered in a corporation and if they establish themselves as a cooperative then they must comply with the cooperative regulation.

Governments impose three conditions that must be obeyed by online transport organizer. If the conditions are not immediately fulfilled then the government will block and revoke their business licenses.

Minister of Communication and Information Technology Rudiantara confirms that ridesharing fleet must meet its requirements. However, if in practice there are many fleets that do not qualify and were caught violating the rules, then the government will send a letter of warning.

A warning letter will be posted three times, but the license would be blocked and revoked if they found anymore violation. "First we give three warnings. If they don't comply then the site will be blocked and the license revoked," said Rudiantara.

Not fulfilled
Based on government's monitoring there are only a small amount of ridesharing vehicles qualified the roadworthy test, 429 from 3,300 units.

Indonesian Car Rental Employers Associations (PPRI) which became the official partner of GrabCar which only 195 units passed the test from 568 allowed units, Jasa Trans Usaha Bersama (JTUB‎) cooperatives as the provider for UberTaxi only 205 of 2,665 units passed the test, meanwhile the Panorama Mitra Sarana for GoCar only 19 of 76 units passed the test.

The jakarta transportation office is currently providing time for the roadworthy test until May 31, 2017. Based on the plan, the National Police Traffic Corps (Korlantas) and the land transportation department are cooperating for inspection the unlicensed public transportation.

The National Police Traffic Corps (Korlantas) chief Insp. Gen. Agung Budi Maryoto said that for the moment all Uber and Grab fleet also all public transport should be able to comply with the rules set by government. The fleet must not operate with complete, Agung added.

"We will schedule a raid along with Land Transportation department. We will follow up all fleet who do not comply the rules," said Agung.

Separately, Secretary General of the Organization of Land Transportation Association (Organda), Ateng Haryono said, the rules set by the government through the Ministry of Transportation regulators still the normative rules. "The provisions or regulations that are still normative for us, more important is o cross check and law enforcement on the ground," he said.(es)
