JAKARTA (IndoTelko) – Indonesian Ministry of Communications and Information Technology (Kemenkominfo) is to form a Task Force to oversee the 1,800 MHz frequency allocation restructuring process so that 4G technology can run smoothly.
Director General of Post Information Resources of the Ministry of Communications and Informatics Muhammad Budi Setiawan, said that as they take on the option selected by the operators for the latest 1,800 MHz frequency allocation placement, then the Task Force formation should be done immediately for the sake of smooth coordination.
"One of the outcomes of the Minister's meeting with the operators CEOs on Tuesday (2/10) was the establishment of a migration task force coordinated by the Ministry to set the migration schedule. Besides, the minister will issue circular notes that can be used by the operator to prepare the necessary resources," Budi told IndoTelko, yesterday.
Budi also explained that the task forces would be kicking off by the end of this week. "The migration is done after the kick off of the Task Force. Later the task force would set a timetable and mechanisms of migration and its cluster. It will be set forth in the ministerial decree (KM) after it could begin migration per cluster. It is estimated that the end of this month to begin the migration," Budi said.
After being managed, then the operator ownership position can implement the aggregation channel pattern to maximize its frequency ownership.
"The currently ready frequencies for 4G are the 900 MHz and 1,800 MHz, channel aggregation could be done between the two bands. It is already common sense, "he said.
As known, four GSM operators namely Telkomsel, Indosat, XL, and Tri Indonesia have finally chosen option number three of the proffered by the government in structuring the frequency of 1,800 MHz.
In this option the canal placement order is XL, Tri, Indosat, Telkomsel. This option made change on Tri's position that had been side by side at the rightmost position.
Currently, the 1,800 MHz frequency is inhabited by four operators. The total bandwidth used is 75 MHz, where the current composition is 22.5 MHz for Telkomsel, 20 MHz for Indosat, 22.5 MHz for XL Axiata, and 10 MHz for Hutchison 3 Indonesia (Tri).
Post-frequency arrangement, the four operator will hold a Long Term Evolution Frequency Division Duplexing (LTE-FDD) technology based 4G. (es)
