JAKARTA (IndoTelko) - Indonesian Ministry of Communications and Information Technology (Kemenkominfo) admitted that they will not hesitate to conduct an audit of Human Resources (HR) of the global telecommunications network providers who played in Indonesia such as Huawei, ZTE, Ericsson and others.
The measure is done following the latest regulation issuance of the Indonesian National Working Competence Standards (SKKNI) for personnel engaged in the Telecommunications and Information Technology (ICT) sector.
"The draft on the national working standards in ICT is now still entering the public consultation stage. If it is enacted, the existing provisions in the regulation has been imposed. The audit process should be conducted, how would we know the company's internal condition without auditing it?" said the Ministry's Head of Research and Development Basuki Yusuf Iskandar, yesterday.
Basuki said that every company that employs workers who work in the ICT sector will correspond to the national competence standard regulation and obliged to obey the rules. "Including the Bahasa Indonesia questions. It would be ridiculous to have a national competence test without Bahasa Indonesian questions," he said.
It is expected, that the national competence standard regulation, SKKNI, will be imposed by the end of May 2015 and the companies fulfillment will be implemented gradually. "We are also being realistic to impose this competency standards, there should be at least two Professional Certification Institutes (LSP)," he added.
According to the plan, the implementation of the competency standard for Communication and Information Sector would be done in several stages, where the first year is mandatory for 20% of the total work force that was1 the predetermined object of the national working competency standards, SKKNI.
Next in the second year of the implementation it is mandatory for 40%, then on the third year would be compulsory for 60% of the workforce, where on the fourth year is compulsory for 80%, and the fifth year is 100% mandatory of the total workforce becomes the object of the national working competency standard enactment.
As for the national telecommunication sector, there are many foreign workers who work for network providers.
In fact, in 2012 the employees of PT Huawei Tech Investment (HTI) who are incorporated in the Huawei Tech Investment Labor Union (Sehati) have held a demonstration regarding the dominant amount of foreign workers from China. Reportedly there are 4,000 Huawei employees in Indonesia, and 1,300 of them are foreign workers in 2012.(es)
