JAKARTA (IndoTelko) - High Pace at the start, overwhelmed in reaching to the finish line. This is the right expression for eCommerce's roadmap fate of the Working (Kerja) Cabinet.

Earlier, in February 2015 the government established the eCommerce team to discuss the road map to be issued in August 2015.  

Several agencies were involved include the Ministry of Communications and Information Technology (Kemenkominfo), Ministry of Finance, Ministry of Commerce, Ministry of Transportation, the Investment Coordinating Board, and the Creative Economy Agency (BEK).

In mid-August 2015, the Minister of Communication and Information technology Rudiantara emited signals that the roadmap completion will be delayed to September 2015.

Currently in mid-September 2015, Rudiantara also issued a signal that the roadmaod has not been completed and the finalization is shifted to October 2015.

"Roadmap seems to be completed in October 2015. There are still some issues that have not been completed, such as the tax matter and the Negative Investment List (DNI) for eCommerce business," said Rudiantara after opening the Baidu Gro Local, Go Global program.

The roadmap will covers issues that must be addressed such as funding and investments, logistics, taxation, infrastructure, ICT, consumer protection and licensing.

This includes discussing how to implement the taxes on eCommerce, payment gateway, realistic licensing for startups, consumer protection process should be simple, logistics by utilizing PT Pos Indonesia and of course infrastructure of the Internet.

"When it comes to foreign ownership restrictions I suggest it must not hit the start-ups. But if we are aiming for bigger players we must remain be objective as well, judging from the business stages. This again discussed with the Ministry of Trade and BKPM," Rudiantara said. (es)
